Please accept my personal greetings to delegates of the 49th Session of the APO’s Governing Body and I wish this Session every success.

Globalization is expanding its horizons with great intensity and trade relations between countries are increasingly dependent on each other and getting more cohesive. In becoming a member of APO in 1992, Mongolia has been enlarging its economic cooperation with Asia-Pacific countries.

American and Europe have been the nucleus of world development. However, there has been a gradual shift towards the Asian Continent recently. This has been intensifying and today most of the social and economic indicators of Asian countries show Asia’s leading position. I am confident that you will agree with me that this is proof of how much potential and opportunities Asian countries have. Therefore greater cooperation among Asian countries is vitally important to increase its role in defining the direction of world development.

It has been 15 years since Mongolia joined the APO. During this time, each year cooperation in building NPDC capacity and studying and doing research on best practices in Asia and the Pacific in all economic dimensions have been expanding. Over 1500 professionals and managers from different sectors of our country have taken part in APO programs and APO experts deputed to Mongolia have successfully completed many projects. As a result, we now have Mongolia’s own APO model enterprises.

With the participation of individuals, public and private sector representatives, scientists and researchers we have developed the “National Development Policy of Mongolia based on Millennium Development Objectives” this year and this program is currently under discussion by the country’s prominent citizens. We believe in international organizations’ support, including from the APO, for the implementation of the above mentioned holistic policy.

The challenges to develop human resources and to create and disseminate productivity awareness to develop a productivity consciousness in the community’s mindset requires a great deal of efforts. The NPDC has done a marvelous job in carrying out the above mentioned multi-faceted tasks and it has an important role and responsibility to propagate the productivity movement throughout the country.

I wish every success to the proceedings of the APO Governing Body Meeting which is being held in Mongolia for the first time. I hope that everyone will strive to achieve the goals that they are seeking for.

President of Mongolia Nambariin Enkhbayar, Ulaanbattar City, 26 June 2007.
