48th Workshop Meeting of Heads of NPOs
16-18 October 2007, Melia Hotel, Hanoi, Vietnam

Opening Statement

by Mr. Hoang Van Phong
Minister of Science and Technology

Dear Mr. Shiego Takenaka, Secretary General- the Asian Productivity Organization, Honored guests, ladies and gentlemen,

It is my great honor to represent the Government of Socialist Republic of Vietnam to warmly welcome all delegates from APO’s member countries, APO Secretariat, representatives of international organizations in Vietnam and those of Vietnamese governmental agencies to attend the 48th Workshop Meeting of Heads of NPOs in Hanoi. I also would like to send my grateful greetings to all honored delegates, international and local guests.

It is a great honor for Vietnam to be the host country for the 48th Workshop Meeting of Heads of NPOs, a very crucial Meeting for the alignment and planning of APO’s activities. On this occasion, I would like to express my sincere thanks for the valuable cooperation and support of either the APO and NPOs towards the Productivity and Quality Movement of Vietnam.

In recent years, the world has seen the dynamic economic development of many Asian nations. In Vietnam, the outcome of the Productivity and Quality Movement has significantly contributed to the development of local organizations/ enterprises, which has fostered the political and economic position of Vietnam in the region and in the world. However, there is still a big gap of economic development between some APO’s member countries and developed countries. APO’s roles are to initiate and promote the enhancement activities of productivity and quality, therefore I do believe that APO’s contribution to the socio-economic development of countries in the region would be positively extended in coming years.

Although APO’s members have different conditions and development growth, we have the same objective to gain a better quality of life for our countries through the enhancement activities of productivity and quality. Therefore, the corporation between NPOs in fields of knowledge and experience transfer is very essential, especially the experience tailored for top leaders of economic development planning agencies in each country.

Not satisfying with existing achievements, recently, APO has strongly innovated its operation methodology to optimize the benefits for each member country. I do believe that, with the full participation of Heads of NPOs, specific direction and missions could be generated in this Workshop Meeting in order to help member countries achieve economic development and foster the position of each country in the region and the world.

It is a great honor for Vietnam to be the host country for this important event. On this occasion, I would like to express my warmest thank to the APO secretariat for the valuable support to help NPO Vietnam well organize the Meeting. My sincere thank for the Minister and all functional agencies of the Ministry of the Science and Technology for their facilitation and corporation in the organizations of the Workshop Meeting.

I also would like to send a grateful thank to all representatives of international and local organization, press agency for your participation in the Opening Ceremony today, which is considered as an crucial factor for the success of the Workshop Meeting.

Finally, I would like to wish honored delegates and all of you good health, happiness and enjoyable time in Hanoi.

Thank you very much
