DESCRIPTION:Public-sector organizations purchase goods and services to provide utilities to citizens. The market cannot always meet society’s needs\, and solutions are not sufficiently effective\, too expensive\, or do not yet exist. It is therefore necessary to promote innovative procurement by contracting services\, negotiating with market vendors to meet evolving needs\, and using government funds to meet citizens’ needs while increasing productivity. \nThere is now a consensus that public procurement must be open to competition and operate at the highest level of integrity.
