SUMMARY:Conference on Agricultural Insurance and Farm Risk Management
DESCRIPTION:Agriculture is an important but high-risk sector due to dependency on weather and climate. Farmers in Asia must cope with severe droughts\, floods\, typhoons\, frosts/freezes\, and other  ventualities that are increasing with climate change. Previously\, agricultural insurance was mostly considered as a measure to cope with damage or loss when crops\, plantations\, livestock\, and fisheries were damaged or lost due to natural disasters. However\, the COVID-19 pandemic added to farmers’ risk exposure\, endangered food security\, and brought the importance of agricultural insurance to the forefront. \nAgricultural insurance plays a significant role in a holistic risk management system that includes maintaining farm health and safety. Farm-based measures cannot protect against severe threats like typhoons\, floods\, tsunamis\, and droughts. Such disasters require market-based\, institutionalized insurance protection mechanisms. Overall\, not only does agricultural insurance protect farmers from financial collapse but also ensures national food security through farm risk management. It plays an important role in reducing the vulnerability of national food systems to acute shocks\, subsequently contributing to resilience and sustainability. \nIn this way\, agricultural insurance helps meet the UN SDGs by enhancing the resilience of farmers and communities in adverse circumstances and in adapting to new challenges like climate change or pandemics. For dissemination and promotion purposes\, ISO 31000:2018 Risk-Management Guidelines could serve as a useful reference for developing management strategies to identify and mitigate risk in the agriculture sector. Recognizing the importance of local context and conditions\, it is also important to codify and share the best practices of risk management initiated by farmers themselves. \nGovernments can support farmers and entire agricultural value chains by proactively promoting efficient agricultural insurance systems. This conference will be a platform for policymakers and practitioners to discuss ways to build agricultural insurance systems in member countries considering opportunities and challenges in current agriculture\, climatic and nonclimatic perspectives\, and farm risk management practices. \nFor more details please click on PN.

SUMMARY:Workshop on Building Robust Public Policy Ecosystems through Behavioral Insights
DESCRIPTION:Promoting behavioral change is one of the central goals of regulation. According to an OECD report (2017)\, setting the “rules of the game” through behavioral change approaches promotes the competitive functioning of the economy while protecting citizens\, the environment\, and society. From the experiences of policymakers and regulators\, the application and use of BIs allow them to understand and influence people’s behavior and design public policies that work better and cost less. \nStudies show that applications of BIs in policymaking must incorporate the cultural context of target groups. Based on the nudge theory\, a concept in behavioral economics\, political theory\, and behavioral sciences which proposes positive reinforcement and indirect suggestions as ways to influence the behavior and decision-making of groups or individuals\, BIs have immense potential for more innovative government interventions to shape people’s behavior while achieving public policy objectives. \nThe APO publication Why Behavioral Insights Matter in Public Policy (2022) provides examples of the utilization of BIs such as allowing contractors to apply online for business licenses\, resulting in shorter processing times\, lower transaction costs\, and improvements in overall productivity and public service quality. Other examples are cashless payment systems for government public services resulting in increased regulatory compliance among taxpayers and engaging parents in a primary school health program promoting drinking water to reduce childhood obesity rates. \nWhile there are debates on the effectiveness of BI applications\, examples around the world in education\, energy\, the environment\, finance\, health and safety\, labor market policies\, taxes\, public service delivery\, etc. have provided evidence that they can improve citizens’ welfare. As governments search for simpler\, more effective regulatory solutions to promote more efficient outcomes\, applications of BIs in public policy are becoming more common. \nAPO members that have adopted BIs in government policymaking include Japan\, Malaysia\, and Singapore. Other members could learn from their experiences in institutionalizing behavioral science\, especially in making regulatory reform more efficient and effective. This workshop will therefore explore the BI concept and its applications\, examine innovations in policymaking using behavioral science approaches\, and analyze best practices of BI applications and lessons learned across different sectors. \n\nFor more details please click on PN.

SUMMARY:Multicountry Observational Study Mission on Innovative Smart Farming Models for Agriculture 4.0
DESCRIPTION:Agriculture 4.0\, also known as smart farming\, is a management concept to efficiently increase the quantity and quality of agricultural output by using advanced technologies including machines and IT devices such as sensors\, drones\, robots\, GPS\, AI\, and the Internet of Things. These technologies enable farmers to monitor fields precisely\, make timely decisions and take actions based on data\, and optimize workloads for achieving higher yields and quality at lower cost and with less labor. Agriculture 4.0 is also a key tool to advance environmental sustainability\, accelerate climate-resilient agriculture\, and promote inclusivity in the sector. \nThe APO Agricultural Transformation Framework (2019) highlighted the following considerations for enabling smart farming: 1) creating public goods related to smart agricultural technologies that benefit the majority of actors\, especially smallholders; 2) supporting public- and private-sector institutions in conducting R&D; 3) encouraging private investment in affordable\, low-cost technologies and services; 4) encouraging information and data sharing\, with adequate safeguards and protection of intellectual property rights; 5) experimenting with and launching pilot programs before scaling up; 6) prioritizing smart agriculture as part of national development strategies; and 7) formulating regulations and policies to support initiatives and encourage early adopters as well as cross-country collaboration and cooperation for sharing knowledge\, experience\, best practices\, and appropriate technology. \nTurkey exported around USD1 billion of agricultural products in 2020 and is one of the leading countries among APO members in adopting agricultural machinery and promoting mechanization. Agriculture 4.0 has progressed along with advanced mechanization in the country\, exemplifying good practices of smart agricultural farming. One of the sites to be visited is Vodafone Smart Farm\, which aims to increase productivity and encourage young people’s involvement in farming by applying the latest technologies and advanced ICT. Participants will virtually observe this case and learn about the roles of the public and private sectors in promoting and adopting Agriculture 4.0. SUMMARY:Workshop on the Future of Regulation
DESCRIPTION:Regulation is a key factor to promote sustainable\, inclusive economic growth\, social welfare\, and environmental protection. Regulatory policy touches every sector of the economy and affects the dayto-day activities of businesses and citizens. For this reason\, ensuring that regulatory practice is transparent\, accountable\, efficient\, and effective is a top priority for any government. \nHowever\, regulatory affairs are a dynamic field\, and practices have evolved over the past few decades. As indicated in the World Economic Forum’s 2020 report on Agile Governance\, in the past\, regulations tended to rely on command-and-control and prescription. These have faced criticism for inhibiting growth and investment. To address that criticism and adapt to other changing circumstances\, such as the rising demand for regulations to address environmental\, health\, and safety risks\, numerous novel approaches to regulation have emerged. Rather than dismantling the entire regulatory apparatus\, governments and other stakeholders now seek to create better\, smarter regulations. This is evident in the Asia-Pacific\, where ASEAN countries have adopted innovative approaches such as international regulatory cooperation to support regional recovery from the COVID-19 pandemic. \nTwo trends are likely to pose further\, far-reaching challenges. First\, the pace\, scope\, and complexity of technological advances and business innovation have created new ways for people to interact. Artificial intelligence\, augmented reality\, biotechnology\, and blockchain technology\, for example\, are anticipated to revolutionize fields as diverse as agriculture\, healthcare\, and finance. Second\, there has been a global shift in regulatory regimes themselves which allows the use of new tools and strategies for regulatory governance. These include using behavioral insights\, risk regulation\, anticipatory regulation\, co-regulation\, and systems thinking. For example\, the UK announced a GBP10 million Regulatory Pioneers Fund to test and scale innovative regulations dealing with emerging technologies. \nThis workshop will examine the regulatory challenges of the future and emerging responses to address them across the Asia-Pacific and beyond. The main question to be addressed is how policymakers and regulators keep pace with new developments and maintain a balance between fostering further innovation\, protecting consumers\, and addressing broader societal risks.
