SUMMARY:Development of Public-sector Productivity Specialists
DESCRIPTION:The COVID-19 pandemic has hit organizations and employees in every sector worldwide in unprecedented ways\, including the public sector. Almost all governments implemented strict lockdowns\, contact tracing measures\, and digitization to save lives while ensuring the continuity of essential services such as healthcare\, education\, public administration\, and food delivery. With restrictions on people’s mobility still imposed even after two years\, difficulties in operating and delivering basic public services continue. The situation also changed the ways employees in public sector organizations operate such as adjusting to remote work and adopting digital solutions to ensure that services can be provided while enhancing performance and productivity. \nRecognizing the importance of public-sector performance in serving citizens’ needs under the new normal\, the APO continues examining methods and approaches to improve work processes\, motivation and skills of employees\, and managerial capability to optimize public-sector resources in the region. These factors constitute the fundamentals of the APO Public-sector Productivity Framework. This course aims at strengthening the capabilities of the public sector in APO members by rebuilding and reshaping workforce skillset requirements under the new normal. \nParticipants will be trained in the concepts\, approaches\, tools\, and techniques needed by productivity specialists in the public sector and develop the skillsets for the required competencies. SUMMARY:Workshop on National Digital Transformation
DESCRIPTION:Digital transformation usually starts with the conversion of information and processes but also involves integration and innovation of processes to trigger significant\, comprehensive changes through combinations of information\, computing\, communication\, and connectivity technologies. Successful digital transformation optimizes business processes through innovative business models\, changes in interactions and behaviors\, and new ways to connect communities. The COVID-19 pandemic also sped up the adoption of digital technologies\, reflecting the need for more flexible\, resilient\, connected ways of working. \nAPO members have been proactively responding to this trend and devising national strategies to address the opportunities and challenges it brings\, such as the ROC’s Digital Nation\, Smart Island\, India’s Digital India\, Indonesia’s Digital Roadmap\, Japan’s Society 5.0\, the ROK’s Digital New Deal\, Malaysia’s Digital Economy Blueprint\, Singapore’s Smart Nation Initiative\, Thailand’s Thailand 4.0\, Turkiye’s National Technology Initiative and Digital Turkiye\, and Vietnam’s National Digital Transformation Program. SUMMARY:Multicountry Observational Study Mission on Applications of Alternative Energy Sources for Decarbonization
DESCRIPTION:Globally\, while industry is rebounding from the impact of the COVID-19 pandemic\, the recent energy crisis has made the recovery path more difficult. The adverse impacts of climate change are visible as reports on floods\, droughts\, typhoons\, and record-high temperatures are becoming more frequent. This affects socioeconomic development at the grassroots level and calls for urgent action. Industry\, a major contributor to carbon emissions and pollution\, needs to explore alternatives to decarbonize its processes. \nRenewable energy sources such as solar\, wind\, hydro\, biomass\, etc. are ideal alternatives to address multifaceted challenges faced by industry. According to World Energy Transitions 2022 published by the International Renewable Energy Agency\, renewables are a significant contributor in efforts to reduce the current annual CO2 emissions of 36.9 gigatons. Renewables and other transition-related technologies are vital in achieving nationally determined contributions and pursuing efforts to limit the temperature rise to 1.5°C above preindustrial levels\, as reported in the Glasgow Climate Pact during COP 26 held in 2021. Recently\, the ROC has prepared an action pathway to achieve net-zero emissions by 2050 which includes energy and industrial transitions as key strategies. Maximizing renewable energy\, building zero-carbon fuel supply systems\, technological advances\, energy storage\, and the use of electric vehicles are some of those strategies. \nAligned with the APO Green Productivity concept of strengthening environmental performance while increasing the productivity and profitability of enterprises\, this study mission will examine decarbonizing energy-based activities and processes. DESCRIPTION:The world has seen myriad challenges due to the COVID-19 pandemic. Governments are now more concerned than ever about the future and planning for disruptions before they occur. Thinking about the future and imagining what is to come are difficult because of the accelerated pace of change and increased uncertainty. Governments and organizations are therefore emphasizing the use of foresight in policymaking. This involves exploring and preparing for diverse possible developments in efforts to future-proof strategies\, identify new potential opportunities and challenges\, and design innovative ways of improving well-being under rapidly evolving circumstances. \nIn 2015\, the Global Centre for Public Service Excellence defined foresight as “a strategic long-term planning tool for developing countries\,” including processes of anticipation which identify opportunities and threats in mid- to long-term versions of the future. Foresight also encourages innovation\, strategic evaluation\, and the proactive shaping of the future. \nThe APO has undertaken strategic foresight and scenario planning projects to support member countries\, especially the public sector and NPOs\, in their capacity-building initiatives\, specifically in addressing strategic challenges. This course will equip participants with tools and techniques that can be used by governments to address the challenges of long-term planning in the face of uncertainty and accelerating change combined with complex adaptive systems thinking\, becoming anticipatory\, and remaining agile in the future. \nFor more details please click on PN.

SUMMARY:Multicountry Observational Study Mission on Productivity and Innovation for the Digital Economy
DESCRIPTION:Harnessing the benefits of the digital economy has become an imperative for innovation\, growth\, productivity\, and social prosperity (OECD 2016\, Innovation and the Digital Economy). Technologies\, smart applications\, and other innovations in the digital economy are being widely promoted to improve services in a wide range of areas\, including health\, agriculture\, public governance\, taxation\, transport\, education\, and the environment. \nDigital technology adoption is evident across Asia. Applications for online purchase\, transportation\, and delivery services are widely used and changing the retail landscape\, urban transport\, and other services. The impacts of the digital revolution on the economy are vast and continuing to grow. Among APO members\, the Republic of Korea (ROK) has recently adopted the Digital New Deal policy to improve the investment and regulatory environment supporting the digital economic transformation\, thereby widening and deepening digitalization progress in the country. \nThis observational study mission aims at enabling participants from targeted members to undertake onsite study of the experiences\, best practices\, policies\, and strategies of innovation adoption in organizations and public services in the ROK to enhance their productivity performance in the digital economy. \nFor more details please click on PN.

SUMMARY:Workshop on Business Models for the Circular Economy in SMEs
DESCRIPTION:The CE concept has emerged as a response to climate change\, environmental degradation\, and the limitations of the linear economy. It is based on a production and consumption model that emphasizes sharing\, renting\, reusing\, repairing\, and recycling existing materials for as long as possible. The life cycle of materials is thus extended. Transition to the CE is a critical step that requires enterprises to reuse resources\, address environmental issues\, and promote sustainability. \nThe CE approach assists SMEs not only in protecting the environment but also in using resources more wisely\, building new business\, creating employment\, and developing new capabilities. However\, awareness of current trends and challenges of the CE\, particularly among SMEs\, is limited. Changes in mindsets and attitudes\, together with the utilization of advanced technologies\, are vital for a smooth\, successful transition to the new wave of industrialization promoting sustainability and opportunities to grow businesses. Given the scarcity of essential raw materials and resources\, SMEs must develop business models that shift from the current linear economic model to a circular one. \nThe APO has intensified efforts to spread awareness of the CE concept in combination with GP practices. For example\, the recent international conference held in Thailand in October 2022 discussed issues involved in synergizing GP and CE practices.
