Regulations are essential to promote productivity and social well-being. Good regulatory governance involves reviews of policies, institutions, and procedures to show where reforms are needed. A 2019 APO workshop on Developing Regulatory Management Systems drafted a review framework addressing current practices and enforcement gaps. This report publication refines that framework to clarify the basics of good regulatory system functions and how they help meet productivity and development goals.

This paper discusses the generalization of a model validated by the United States National Research Council. It analyzes a cross-national data collection involving ten diverse Asian countries and dozens of institutions. In each country, reviews were conducted of salient political and institutional contexts. The paper reviews technical and empirical contributions to research, and articulates contexts and strategies for improving national policy and institutional management. It highlights the value of progressing contextualized scientific studies of productivity in higher education.

Productivity metrics in higher education are essential for priority setting, quality management, and cost control. This Guide presents a paradigm for organizing the different kinds of productivity metrics, applies it to a representative sample of the metrics currently in use, and suggests some criteria for gauging the efficacy of particular metrics. Hopefully, this will help unpack the current tangle of productivity metrics in higher education and also prove useful in starting a conversation on a way forward.

This report encapsulates the learning from the First Public-sector Performance Study Mission in Europe in 2015 and makes recommendations to the APO.
