Exploring Japan’s Circular Economy Practices for Green Productivity

The China Productivity Center and the APO Secretariat held the face-to-face Study Mission on Green Technology Services for the Recycling and Reuse of Critical Materials in Japan from 9 to 11 September 2026. The mission brought together 11 delegates from the Republic of China, including seven self-financed participants, to gain firsthand exposure to Japan’s policies and practices in resource circulation, recycling, and the circular economy.

The delegation visited six Japanese organizations in Tokyo, Gunma, Saitama, and Kanagawa, Japan: Tokyo Environmental Public Service Corporation; NAKADAI Co., Ltd.; Japan Environmental Facilities Manufacturers Association; Ishizaka Inc.; Clean Ocean Material Alliance; and GUUN Co., Ltd. Through site visits and technical exchanges, participants explored public environmental policy implementation, digitalized waste management, construction waste recycling, plastic life cycle management, resource recovery, and the conversion of recovered resources into recycled materials and alternative fuels.

The mission enabled participants to exchange views with Japanese organizations on implementation experiences, practical challenges, and good practices. Participants gained practical knowledge of diverse approaches to resource circulation, identified practices relevant to their organizations, and explored opportunities for continued knowledge sharing and technical cooperation. The study mission also supported the Center of Excellence on Green Productivity, hosted by the China Productivity Center, in strengthening its practical understanding of resource circulation solutions and Green Productivity initiatives.
