Observational Study Mission on Best Practices in AI for Green Productivity and Sustainable Transformation in Singapore


Rapid advances in AI, particularly Generative AI, are transforming productivity, innovation, and competitiveness across industries. As organizations pursue Green Productivity (GP) and digital transformation simultaneously, AI is increasingly being applied to optimize resource utilization, improve operational efficiency, enhance data-driven decision-making, and support more sustainable production and service systems. Understanding how AI can contribute to productivity improvement while advancing sustainable transformation has therefore become an important priority for the Republic of China (ROC), especially in bridge the digital divide through AI adoption among MSMEs.

Singapore has established itself as a leading AI hub through its National AI Strategy 2.0 and Smart Nation 2.0 initiatives. The Singaporean government, through agencies such as AI Singapore and Enterprise Singapore, has developed unique models, including the 100 Experiments (100E) program, to bridge the gap between academic research and commercial application. With a strong emphasis on AI governance, talent development, and sector-specific applications in healthcare, finance, and manufacturing, Singapore offers a comprehensive ecosystem that balances innovation with responsibility.

This observational study mission will examine Singapore’s AI policies, governance frameworks, institutional support mechanisms, and enterprise applications to identify best practices that can be adapted by the ROC. The findings are expected to support the application of AI in advancing GP, accelerating sustainable transformation, and strengthening the productivity of MSMEs.
