Malaysia is currently undertaking the development of its productivity blueprint and action plan for the proposed duration of 2026–35, led by the Malaysia Productivity Corporation (MPC), aligning with the Thirteenth Malaysia Plan (13MP) and MADANI Economy framework.

Despite post-pandemic recovery, Malaysia’s productivity trajectory remains below the required level to meet 13MP targets, with labor productivity growth projected at 3.4% in 2025, still below the 3.6% target. Key structural challenges include:
– Uneven technology adoption among firms, especially SMEs;
– Skill mismatches and low creation of high-skilled jobs;
– Fragmented policy coordination and weak implementation mechanisms;
– Significant productivity disparities across states; and
– Limited diffusion of innovation and firm-level capability gaps.

This new productivity blueprint and action plan aim to shift Malaysia’s productivity initiatives from a top-down to a data-driven, bottom-up approach, integrating firm-level, sectoral, and spatial strategies to contribute to the overall national productivity goals.
