Pakistan’s Pharmaceuticals Export Strategy 2023–2027 identifies pharmaceuticals as a priority export sector and calls for stronger compliance with international production standards, including more GMP-, FDA- or EMA-approved plants. URAAN Pakistan, the government’s Five-Year National Economic Transformation Plan (2024–29), likewise emphasizes export-led growth through its 5Es framework: (i) Exports, (ii) E-Pakistan, (iii) Environment – Food and Water Security, (iv) Energy and Infrastructure, and (v) Equity, Ethics, and Empowerment. Against this policy backdrop, this TES project aims to strengthen participating companies’ readiness for applicable US FDA requirements and highly regulated export markets.
This TES project supports Pakistani pharmaceutical and nutraceutical companies in meeting FDA compliance requirements for exports to the USA, providing expert guidance on production processes, documentation, quality control, and regulatory requirements, and develops a model FDA compliance framework replicable across the sector. It contributes primarily to the Pillar 3 process and workforce improvement agenda. As a secondary contribution, its policy recommendations are tagged against Pillar 1, in which the 2026 KR calls for a multistakeholder committee to define baseline sector productivity KPIs.
The 10-day face-to-face TES project will combine expert consultation, capacity building, and company-level technical assessment. The resource person(s) will review selected companies’ practices and systems, identify compliance gaps, recommend corrective and technical interventions, and support practical improvement actions.
Findings and lessons will be consolidated into a model FDA compliance framework for sector-wide replication, while strengthening workforce capability, export readiness, regulatory compliance, competitiveness, and productivity.
