Cambodia Formalizes Its Strategic Partnership Program Primer with the APO

On 22 January 2026, the Government of Cambodia formalized its Strategic Partnership Program (SPP) Primer with the APO. The SPP Primer was signed by APO Director for Cambodia Phork Sovanrith and APO Secretary-General Dr. Indra Pradana Singawinata, strengthening strategic cooperation to advance productivity-led development.

Cambodia’s national development aspirations, articulated in the Cambodia Vision 2050, the Pentagonal Strategy 2023–2028, and the Cambodia National Productivity Master Plan 2020–2030, position productivity as a key driver of inclusive and sustainable growth.

Cooperation under the SPP Primer will focus on two priority areas: (1) micro, small, and medium-sized enterprise (MSME) productivity and innovation, supporting enterprise upgrading through productivity tools, digital and Green Productivity practices, and stronger MSME ecosystems; and (2) public sector productivity and policy development, emphasizing improved governance, service delivery, and institutional efficiency through digital government, results-based management, and data-driven policy frameworks.

The formalization of the SPP Primer reaffirms Cambodia’s commitment to working closely with the APO to translate national productivity priorities into measurable outcomes and key results, in line with the APO Vision 2030.
