Developing Policies for Startup Ecosystems

A workshop titled Workshop on Policy Ecosystem Development for Startups was conducted by the Mongolian Productivity Organization from 13 to 16 May 2025 in Ulaanbaatar, Mongolia. The workshop contributed to building robust innovation ecosystems in APO members, which is one goal of the APO Vision 2025.

The objectives were to enhance participants’ understanding of policies supporting startup ecosystems, to enable them to share and discuss best practices in policy development for strengthening startup ecosystems, and to cultivate policymaking skills for establishing appropriate startup ecosystems tailored to each member economy. Twenty-five participants from 13 member economies attended the workshop.

Sessions were delivered by five resource persons: one each from the Republic of Korea, Malaysia, and Singapore and two from Mongolia. They provided an overview of global frameworks for startup ecosystem development and global advocacy and outlined startup ecosystem case studies. They also explained how to support startups, including from an investor’s perspective, and how science, technology, and innovation ecosystems and data-driven platforms can shape the startup ecosystem. Site visits to the National Information Technology Park and the MMS Green Building in Ulaanbaatar were also conducted.
