Lao PDR Formalizes Its Strategic Partnership Program Primer with the APO

Lao PDR’s Strategic Partnership Program (SPP) Primer with the APO was formally signed on 12 February 2026 during an online signing ceremony. It was signed by the APO Director for Lao PDR, Manivone Vongxay, and the APO Secretary-General, Dr. Indra Pradana Singawinata. The SPP Primer marks a new stage in the long-standing partnership between Lao PDR and the APO, providing a clear framework for more focused and result-oriented cooperation.

The Lao PDR SPP Primer concentrates on two key areas. The first focuses on enhancing the productivity of micro, small, and medium-sized enterprises (MSMEs) through digitalization and industrial upgrading. The second emphasizes public sector productivity and institutional delivery reform to strengthen policy implementation capacity and improve service effectiveness. Together, these priorities aim to boost enterprise competitiveness and strengthen institutional systems, supporting sustained productivity growth and inclusive development in Lao PDR.

With the SPP Primer in place, the APO and Lao PDR will continue to promote these priorities and achieve tangible outcomes through practical cooperation activities that support measurable progress under the APO Vision 2030.
