Mongolia Adopts National Productivity Master Plan 2026–35 to Drive Sustainable Growth

The Development of a National Productivity Master Plan (NPMP) for Mongolia was successfully implemented from 1 April 2025 to 28 January 2026 by the Mongolian Productivity Organization, Ministry of Family, Labour, and Social Protection of Mongolia, and APO Secretariat. The initiative aimed to support the Government of Mongolia in formulating a sustainable productivity improvement strategy, establishing mid- to long-term productivity goals and targets, and identifying concrete strategies and initiatives to drive economic growth.

The NPMP provides a national roadmap to strengthen competitiveness, resilience, and shared prosperity by positioning productivity as a measurable policy priority. It outlines five strategic thrusts and identifies eight priority sectors to accelerate productivity growth. The analytical foundation of the plan was reinforced through a nationwide Business Productivity Survey, coordinated use of official data with the National Statistical Office, and structured multistage stakeholder consultations.

The NPMP was formally handed over by APO Secretary-General Dr. Indra Pradana Singawinata to the Deputy Prime Minister of Mongolia on 26 January 2026. “The Master Plan is not merely a report. It is a strategic instrument of statecraft,” Dr. Indra emphasized. The handover was followed by implementation support measures, including a practical monitoring and evaluation framework and targeted capacity-building activities involving more than 25 ministries, academic and research institutions, and private-sector representatives to ensure effective execution of the plan.
