Sri Lanka Formalizes Its Strategic Partnership Program Primer with the APO

Sri Lanka has formalized its Strategic Partnership Program (SPP) Primer with the APO in a signing held in parallel with the launch of the National Productivity Master Plan on 20 November 2025 in Colombo, Sri Lanka. The SPP Primer was signed by the APO Director for Sri Lanka, Thilaka Jayasundara, marking an important step as the APO transitions into the implementation phase of Vision 2030.

Under the Vision 2030 framework, the SPP is the primary mechanism through which each APO member economy will align APO-supported initiatives with long-term national productivity priorities. As the first APO member to complete its SPP Primer and formalize its national framework, Sri Lanka demonstrates its readiness to engage in structured, results-oriented collaboration.

Sri Lanka’s SPP Primer establishes a foundation for aligning national development priorities with sectoral pilots, capacity-building programs, and institutional reforms. Sri Lanka’s early completion demonstrates how timely coordination and aligned national priorities can accelerate SPP preparation under Vision 2030.

The APO will work closely with Sri Lanka in the coming years to operationalize the SPP, supporting implementation through advisory services, institutional strengthening, and results-based monitoring that aligns with the Vision 2030 outcomes and the newly launched master plan.
