Strengthening Monitoring and Evaluation Systems for SME Support Programs across APO Member Economies

The Small and Medium Enterprises Development and Support Administration (KOSGEB), Turkiye, in collaboration with the Directorate General for Strategic Research and Productivity under the Ministry of Industry and Technology of Turkiye and the APO Secretariat, held the Workshop on Monitoring and Evaluation Systems for SME Support Programs from 4 to 6 November 2025. Conducted online, the workshop brought together 47 participants from 10 APO member economies and was facilitated by three resource persons from Ecuador, Egypt, and Turkiye.

The program focused on enhancing participants’ capacity to design and implement effective monitoring and evaluation systems that support accountability, evidence-based decision-making, and the development of small and medium-sized enterprises (SMEs). Sessions covered fundamental and modern approaches to monitoring and evaluation, results chains, the theory of change, indicator design and metadata, data collection tools, data quality assurance, visualization techniques, and methods for applying monitoring and evaluation findings to shape SME policies and programs.

Throughout the workshop, participants engaged in interactive exercises, reflections, and discussions linked to their presubmitted country papers, allowing them to identify needs and strengthen national monitoring and evaluation frameworks. Key sessions also showcased case studies on SME support programs and OECD frameworks, highlighting best practices, common challenges, and transferable lessons across APO member economies.
